Cole County Judge Upholds Second Revised Ballot Language for Amendment 3

A Cole County Judge this week approved the Summary Statement and Fair Ballot Language for HJR 73, the pro-life ballot measure that will go before voters next year as Amendment 3. Cole County Circuit Judge Dan Green ruled that the revised statements prepared by Missouri Secretary of State Denny Hoskins were now “fair and sufficient”.

These were the second revised statements prepared by Hoskins under the new process established by SB 22, passed by the General Assembly this year. That bill gives the Secretary of State three chances to revise ballot summaries that are challenged in court.

The new ballot summary states:

“Shall the Missouri Constitution be amended to:

  • Guarantee women’s medical care for emergencies, ectopic pregnancies, and miscarriages;
  • Ensure women’s safety during abortions;
  • Ensure parental consent for minors;
  • Repeal Article I, section 36, approved in 2024; allow abortions for medical emergencies, fetal anomalies, rape, and incest;
  • and Prohibit sex-change procedures for children?”
