On Wednesday morning, the Senate Committee on Families, Seniors and Health heard a House joint resolution that would allow voters to dull many of the most egregious portions of last year’s abortion-expanding Amendment 3. HJR 73, sponsored by Rep. Ed Lewis (R – Moberly) and presented by Rep. Brian Seitz (R – Branson), would prohibit abortions except in cases of medical emergencies, fetal anomalies, rape, or incest, and would reinstate licensing and maintenance requirements for abortion facilities. It would also provide a cause of action for a woman negligently harmed during an abortion.
After being voted out of committee, the bill now awaits debate on the Senate floor. If passed out of the legislature, HJR 73 would then go to Missouri voters for approval. The MCC testified in support of the bill.
