House Committee Approves Zero-Cost Adoption Bill

The House Committee on Children and Families voted “Do Pass” on HB 1012. The bill, authored by Representative Brad Christ (R – St. Louis), would establish a reimbursement fund for non-recurring adoption expenses for persons adopting a child after January 1, 2026. Reimbursements would be taken from a publicly-funded endowment, with contributors to the endowment receiving a tax credit equal to the amount of their contribution, up to 50% of that person’s state tax liability for the tax year for which the credit is claimed.

Last week, the Missouri Catholic Conference testified in favor of HB 1376, a virtually identical bill which has since been combined with HB 1012. The bill now awaits debate delivery to the Senate to continue its path towards potentially being signed into law.
