Planned Parenthood Withdraws from Title X Program

This week, Planned Parenthood announced it was withdrawing from the federal Title X program that subsidizes birth control and other reproductive health services for low-income women. This action is the result of new Title X rules implemented by the Department of Health and Human Services (HHS) that would bar program recipients from making abortion referrals and would require financial and physical separation between abortion clinics and facilities that receive Title X funds. Rather than change its business model, Planned Parenthood elected to refuse the program funds and instead rely upon private donations and its emergency fund. Prior to it leaving the program, Planned Parenthood received nearly one-fifth of all Title X funds granted.
