Missouri Lawmakers Truly Agree and Finally Pass FY 2020 Budget

Late Thursday night and early Friday morning, the Missouri House, followed by the Missouri Senate, passed the state budget. The $30 billion 2020 budget is the largest Missouri budget in state history and now goes to Governor Parson for his signature. He is expected to sign the group of bills which appropriate state and federal revenue for state expenditures, and which includes language authorizing the state to issue just over $300 million in bonds to fund spending on highways, bridges, and other infrastructure, which will be paid off over ten years.  

The budget process is the one constitutionally-required obligation the Missouri General Assembly takes on each legislative session; they have until the first Friday after the first Monday of May to complete their work. There were disagreements in the last few days over a provision that would allow DACA students (college-aged immigrants brought to the U.S. as children and granted temporary protected legal status) to receive in-state tuition benefits at Missouri state universities. Ultimately, the budget passed without such a provision. The MCC had joined other advocates in asking legislators to include the provision in the budget as a way of offering support for those whose parents brought them here seeking a better life and who have not known any other home.
