Judge Rules on Ballot Measure Eliminating Educational Scholarship Program

Cole County Circuit Judge Jon Beteem ruled this week that ballot language prepared by Secretary of State Jay Ashcroft was largely accurate in describing an initiative petition seeking to reverse an education choice bill passed last year by the Missouri General Assembly. The initiative petition effort is being supported by the Missouri chapter of the National Education Association, one of the public-school lobbying groups that opposed the ESA bill as it made its way through the legislature. The petition has been approved for circulation, meaning the group may begin to collect signatures to get the issue on the ballot in November. The ruling is considered a win for supporters of the ESA program. Supporters of the initiative petition seeking to eliminate the scholarship program have not decided yet if they will appeal Beteem’s ruling.
